Announces Completion of $19 Million Affordable and Supportive Housing Development in Oswego County

Selkirk Landing Brings 64 Affordable and Energy-Efficient Homes to Village of Pulaski for Families, Seniors and Adults Experiencing Homelessness

Community Hub Offering Workforce Development Services Available On-Site Investment Complements «CNY Rising» – The Region’s Comprehensive Strategy to Revitalize Communities and Grow the Economy

Governor Kathy Hochul today announced the completion of a $19 million multigenerational affordable and supportive housing development in the Oswego County Village of Pulaski. Selkirk Landing offers 44 affordable homes for families and seniors and 20 homes with supportive services for adults experiencing homelessness. The energy-efficient development also includes 3,000-square-foot community facility offering workforce development programming.

«Increasing the supply of high-quality affordable housing is a priority in communities big and small across the state,» Governor Hochul said. «As we invest in developments like Selkirk Landing, we can help ensure seniors and working families are able to remain in the communities they call home, while providing improved access to services for vulnerable New Yorkers and the surrounding community.»

Selkirk Landing Apartments are part of Governor Hochul’s $25 billion comprehensive Housing Plan that will create or preserve 100,000 affordable homes across New York, including 10,000 with support services for vulnerable populations, plus the electrification of an additional 50,000 homes.

Selkirk Landing consists of 20 duplex buildings with a total of 40 apartments and a two-story building with 24 apartments for residents aged 55 and older. All apartments are affordable to households earning at or below 60 percent of the Area Median Income.

There are 20 apartments for adults with a history of homelessness or housing insecurity. These residents will have access to on-site supportive services and rental subsidies funded through the Empire State Supportive Housing Initiative and administered by the New York State Office of Mental Health.

The development also includes a 3,000-square-foot separate community facility operated by Oswego County Opportunities, Inc. Known as «The Hub,» the facility provides workforce development activities to help unemployed and under-employed lowincome individuals overcome barriers to obtaining and maintaining employment.

The development was designed to achieve U.S. Green Building Council LEED certification at the silver level and to meet the requirements of the New York State Energy Research and Development Authority’s Low-Rise Residential New Construction program. Energy-efficient features include Energy Star or equivalent appliances, lighting, and equipment.

Selkirk Landing is located directly across from the Pulaski Academy and Central Schools, and within one mile of grocery stores, pharmacy, bank, and daycare center. Residential amenities include laundry facilities, a community room with kitchen, and a walking trail. The developer for Selkirk Landing is Lakewood Development II, LLC in partnership with Oswego Housing Development Council, Inc.

State financing for Selkirk Landing included Federal Low-Income Housing Tax Credits that generated $13.4 million in equity and $4.9 million in subsidy from New York State Homes and Community Renewal. OMH is providing $500,000 annually in operating funding through the Empire State Supportive Housing Initiative as well as $138,000 in a Program Development Grant to cover start-up costs. NYSERDA provided $65,400 in support. Additional financing was provided by NBT Bank.

In the last five years, New York State Homes and Community Renewal has invested more than $40 million to create or preserve nearly 350 affordable apartments in multi-family buildings in Oswego County.

New York State Homes and Community Renewal Commissioner RuthAnne Visnauskas said, «With homes for families, seniors, and adults in need of supportive services, Selkirk Landing offers an inclusive, diverse, and healthy community for 64 households to live affordably and focus on achieving their personal goals while also providing services to benefit the entire community. We are thrilled that our investment in this new development will have such a transformative impact in Pulaski and congratulate Lakewood Development and our partners for making this project a reality.»

New York State Office of Mental Health Commissioner Dr. Ann Sullivan said, «Governor Hochul’s commitment to supportive housing is helping thousands of New Yorkers living with mental illness, and their families, lead stable and productive lives in their own community. Selkirk Landing is a beautiful addition to the village of Pulaski that will help people make their way on the path to recovery.»

New York State Energy Research and Development Authority President and CEO Doreen M. Harris said, «With the ribbon cutting on the Selkirk Landing project, Oswego County residents now have expanded access to clean affordable supportive housing that features energy efficient appliances and equipment. In addition to the energy cost savings and the availability of a variety of support services, occupants will enjoy living spaces that provide a comfortable and healthy environment while supporting Governor Hochul’s goal to develop two million climate friendly homes by 2030.»

Senate Majority Leader Charles Schumer said, «Every family in Oswego County deserves a safe and secure place to call home, and I am proud to see this substantial investment in both affordable and workforce housing in Central New York. By providing reliable and affordable housing to dozens of New York families and extending crucial supportive and job-readiness services to those facing housing insecurity, this forward-thinking development will help our state’s most vulnerable residents live independently. I applaud Governor Hochul’s efforts to increase access to affordable housing across New York, and I will never stop fighting to ensure that every single New Yorker has a roof over their head.»

Senator Kirsten Gillibrand said, «Expanding access to affordable and supportive housing is crucial for New Yorkers. This new housing development will help ensure that we can meet the housing needs of the residents of Oswego County and provide them with other crucial services. I am proud to support Governor Hochul’s efforts to expand affordable housing options for the Oswego County community and throughout the state.»

Assemblymember Will Barclay said, «The new, affordable housing complex in Pulaski is a win for the community, families and residents. Selkirk Landing not only offers safe, affordable housing but also features life skills and workforce-development training facilities, which are key to getting individuals on the road to success and financial independence. Centrally located in Pulaski, its proximity to other essential services, such as grocery stores, financial institutions, schools and even a daycare center, will go a long way toward helping our neighbors. I couldn’t think of a better, more suitable use of resources to help uplift those in our community than Selkirk Landing. Welcome home.»

Village of Pulaski Mayor Jan Tighe said, «The Pulaski Village Board is excited for the Selkirk Landing Project to open. We welcome the additional housing opportunities for our residents.»

Lakewood Development II LLC’s Susan Kimmel said, «We are happy to be able to bring much-needed affordable housing to the community of Pulaski, New York, as well as to be able to provide supportive housing so that individuals can be supported in the community setting that is familiar with them. With easy access to the wider village through sidewalks, residents will have access to a wide range of amenities, including the Salmon River. In addition, this allows the residents to truly be a part of the community. With our partnership with OCO, we were able to deliver the OCO Hub, a Services building that OCO can use to deliver services to the wider community. This is a great example of what can be achieved through public and private partnerships.»

Oswego Housing Development Council, Inc. Executive Director Marion Naramore said, «Oswego Housing Development Council, Inc. is proud to have partnered with Lakewood Development II, LLC and support this much needed low- to moderate-income multifamily mixed housing facility in the village of Pulaski. This is part of OHDC mission statement to ensure all of Oswego County residents have a safe, sanitary place to reside. Selkirk Landing is a beautiful facility that gives the northern Oswego County residents a choice of quality affordable housing.»

Oswego County Opportunities, Inc. Executive Director Diane Cooper-Currier said, «OCO is grateful for this opportunity to partner with Lakewood Development II, LLC and NYS to provide supportive housing to housing vulnerable individuals and families. In addition to bringing affordable, quality housing to the community, we are excited to have a location in the Pulaski area to bring services to the community to support anyone with their personal, literacy, educational and workforce related needs. Providing residents in Northern Oswego County with the opportunity to access services and supports closer to home will reduce access barriers and assist individuals and families to thrive.»
