Selkirk Landing Brings 64 Affordable and Energy-Efficient Homes to Village of Pulaski for Families, Seniors and Adults Experiencing Homelessness
Community Hub Offering Workforce Development Services Available On-Site Investment Complements «CNY Rising» – The Region’s Comprehensive Strategy to Revitalize Communities and Grow the Economy
Governor Kathy Hochul today announced the completion of a $19 million multigenerational affordable and supportive housing development in the Oswego County Village of Pulaski. Selkirk Landing offers 44 affordable homes for families and seniors and 20 homes with supportive services for adults experiencing homelessness. The energy-efficient development also includes 3,000-square-foot community facility offering workforce development programming.
«Increasing the supply of high-quality affordable housing is a priority in communities big and small across the state,» Governor Hochul said. «As we invest in developments like Selkirk Landing, we can help ensure seniors and working families are able to remain in the communities they call home, while providing improved access to services for vulnerable New Yorkers and the surrounding community.»
Selkirk Landing Apartments are part of Governor Hochul’s $25 billion comprehensive Housing Plan that will create or preserve 100,000 affordable homes across New York, including 10,000 with support services for vulnerable populations, plus the electrification of an additional 50,000 homes.
Selkirk Landing consists of 20 duplex buildings with a total of 40 apartments and a two-story building with 24 apartments for residents aged 55 and older. All apartments are affordable to households earning at or below 60 percent of the Area Median Income.
There are 20 apartments for adults with a history of homelessness or housing insecurity. These residents will have access to on-site supportive services and rental subsidies funded through the Empire State Supportive Housing Initiative and administered by the New York State Office of Mental Health.
The development also includes a 3,000-square-foot separate community facility operated by Oswego County Opportunities, Inc. Known as «The Hub,» the facility provides workforce development activities to help unemployed and under-employed lowincome individuals overcome barriers to obtaining and maintaining employment.
The development was designed to achieve U.S. Green Building Council LEED certification at the silver level and to meet the requirements of the New York State Energy Research and Development Authority’s Low-Rise Residential New Construction program. Energy-efficient features include Energy Star or equivalent appliances, lighting, and equipment.
Selkirk Landing is located directly across from the Pulaski Academy and Central Schools, and within one mile of grocery stores, pharmacy, bank, and daycare center. Residential amenities include laundry facilities, a community room with kitchen, and a walking trail. The developer for Selkirk Landing is Lakewood Development II, LLC in partnership with Oswego Housing Development Council, Inc.
State financing for Selkirk Landing included Federal Low-Income Housing Tax Credits that generated $13.4 million in equity and $4.9 million in subsidy from New York State Homes and Community Renewal. OMH is providing $500,000 annually in operating funding through the Empire State Supportive Housing Initiative as well as $138,000 in a Program Development Grant to cover start-up costs. NYSERDA provided $65,400 in support. Additional financing was provided by NBT Bank.
In the last five years, New York State Homes and Community Renewal has invested more than $40 million to create or preserve nearly 350 affordable apartments in multi-family buildings in Oswego County.

Today’s announcement complements «CNY Rising,» the region’s comprehensive blueprint to generate robust economic growth and community development. The regionally designed plan focuses on capitalizing on global market opportunities, strengthening entrepreneurship and creating an inclusive economy. Now, the region is accelerating CNY Rising with a $500 million State investment through the Upstate Revitalization Initiative.
