Tallahassee, Fla. — Today, Governor Ron DeSantis signed CS/CS/CS/HB 385: Transportation, which eliminates the Miami-Dade County Expressway Authority (MDX) and replaces it with the Greater Miami Expressway Agency.
The bill transfers MDX’s liabilities and assets, including its toll facilities, to the Greater Miami Expressway Authority. It also prohibits the new Agency from increasing toll rates until 2029, unless under specified circumstances, and requires a two-thirds vote of the new Agency’s governing body prior to implementing any new toll rate increases. Additionally, the bill creates a monthly toll rebate program for certain SunPass users.
“The people of Miami-Dade County have made it clear that the MDX transportation authority has needed reform for some time and I am pleased to sign HB 385 into law,” said Governor DeSantis. “I appreciate the Miami-Dade legislative delegation’s commitment to providing toll relief to their constituents and ensuring that government agencies act in the best interest of the communities they serve.”
In conjunction with this bill signing, Governor DeSantis announced the appointments of Marili Cancio, Rodolfo Pages and Fatima Perez to the Greater Miami Expressway Agency.
Marili Cancio
Cancio, of Key Biscayne, is an attorney and managing partner of Cancio Johnson P.A. Her practice specializes in the areas of corporate, real estate and international law. Cancio is a former trustee of Miami Dade College where she served for seven years. She earned her bachelor’s degree in organizational management from Eastern University and her Juris Doctor from Temple University. Cancio is appointed to a four-year term.
Rodolfo Pages
Pages, of Miami Beach, is the managing director of Caoba Capital Partners, an investment banking and private equity firm. Pages is also the director and founding member of the True North Classical Academy, an independent and tuition-free charter school. He earned his bachelor’s degree in systems analysis and his master’s degree in business administration, both from the University of Miami. Pages is appointed to a three-year term.
Fatima Perez
Perez, of Miami, is the regional manager of Koch Industries. She is the former chief of staff to Miami Beach Mayor Phillip Levine. She earned her bachelor’s degree in criminology from Florida State University and her master’s degree in public administration from Florida International University. Additionally, she participated in the National Hispaña Leadership Institute Fellows Program at Harvard University’s JFK School of Government. Perez is appointed to a two-year term.
